RK Goel new member distribution at PNGRB

Vol 16, PW 23 (13 Jun 13) People & Policy

After a year of nail-biting suspense former GAIL director finance RK Goel is poised to join the PNGRB as its new member distribution - a post lying vacant for almost a year.

PETROWATCH learns Goel's name was sent for approval to the cabinet appointments committee chaired by Prime Minister Manmohan Singh on June 4 just four days after oil minister Veerappa Moily gave his in-principal approval. “Goel will get a formal appointment letter in a month,” confirms a source.

On June 10, 2012, Goel was first choice of a search committee headed by Planning Commission member BK Chaturvedi. But in November last year Sudhir Bhargava - a former special secretary in the oil ministry - scrapped Goel’s selection because Goel had apparently failed to disclose he joined Reliance after retiring from GAIL.

When Bhargava left the ministry, joint secretary gas marketing PK Singh recommended Goel's name. “Its good Goel will join the PNGRB," adds a source.

"He has over 30 years experience.” Sixty-two-year-old Goel can stay at the PNGRB for three years or until 65.

Dr. BB Mohanty, a former oil ministry advisor, ranked second, and former labour ministry additional secretary Sharda Prasad ranked third in the original panel.

When Bhargava refused his appointment Goel turned to the PMO and the Department of Personnel and Training (DoPT) for help. “When the PMO and DoPT asked why we are refusing to select Goel,” says a source, “we decided to appoint him.
