Enquest leads GAIL well-design PMC job race
Delhi-based Enquest Petro Solutions has bid the lowest for a GAIL contract to hire a project consultant at its OALP-7 onland block RJ-ONHP-2021/1.
GAIL plans to drill two wells at the Rajasthan block to a target depth of 1000 metres under a drilling campaign slated to begin in the first quarter of 2025-26 or by June 2025. GAIL opened price bids in the tender mid-August (2024) with Enquest bidding lowest for both parts of the contract.
Enquest quoted Rs21.28 lakhs ($25,400) for Part-A, which includes well planning and designing, and Rs1.66cr ($198,059) for Part-B, which will be the operational phase. Noida-based Apeiron Management is believed to be the only other qualified bidder, but details of its bid are unavailable.
Six companies responded by the June 24 (2024) bid deadline after Oil India invited offers on May 31 (2024) for a well planning and design consultant to provide workforce services to supervise drilling and testing. Four of six bidders failed to clear the technical bid evaluation: Ahmedabad-based Arvin Ultimate Energy Resources, Bihar-based HRM Projects, Maharashtra-based Klinkenbergs Oil & Gas, and Pune-based Manan Oilfield.
GAIL wants whoever wins to complete the design phase in 12 months, while the operational phase will last 18 months. "The planned depths will be finalised after identification of drillable prospects based on seismic data interpretation," writes GAIL.
Besides the well design, GAIL wants the contractor to assist in quality control and inspect equipment, materials and supplies. It should also provide one project coordinator, a senior drilling engineer and a testing engineer.
Separately, GAIL invited offers for a 1000-hp rig for the drilling programme on July 15 (2024) and received bids by August 24 (2024). Three bidders responded, among them Ahmedabad-based companies John Energy and Deep Energy.
The name of the third bidder could not be confirmed. GAIL signed the RSC on June 28 (2022) and received the three-year PEL on November 30 (2022).
According to the RSC, GAIL must drill two exploration wells during the initial exploration phase. GAIL was the only bidder for the 486.39-sq km block in OALP-7.
