ONGC extends NQ upgrade deadline to July 9

ONGC has pushed back to July 9 the bid deadline for its long delayed Phase-II upgrade and modernisation of the NQ platform, set up in 1985 at Mumbai High North.

Some say if ONGC hadn't postponed the original June 25 bid deadline it would have received only a single bid from L&T, which won Phase-I of this NQ upgrade project, called NQ reconstruction or NQRC, back in 2007 and has experience which it can draw on while preparing a bid. Other likely bidders for the estimated $270m contract are AFCONS, NPCC, Sapura Energy, Vietsovpetro and Das Offshore.

L&T, AFCONS, NPCC and Das Offshore have conducted site surveys of the existing NQ process platform complex which ONGC wants revamped and upgraded. ONGC originally planned to issue a tender for this project in 2014 but was unsure how many people should be accommodated on the new living quarters platform so held back issuing the tender.

Now it has decided it wants the living quarters to accommodate 120 people. A bridge connected to the established NQ process platform must also be installed.

Industry sources add this revamp and upgrade project is "risky" and can lead to unforeseen cost escalation. "Replacing or revamping established facilities and adding new facilities means providing for unforeseen situations where more of the existing facilities will need replacing," adds our source.

"This adds to the cost and time."
