India asks Statoil and Norsk Hydro to partner ONGC

India has again made an attempt to lure Norwegian state-owned companies Statoil and Norsk Hydro to partner ONGC for deepwater exploration.

Additional secretary Talmiz Ahmad and DGH boss VK Sibal spent five days in Oslo from 10th to 14th May trying to persuade them to show in interest in India. Ahmad and Sibal met Norways state secretary for petroleum and energy Oluf Ulseth and officials from the two oil companies.

Apart from deepwater exploration they also discussed institutional cooperation between the DGH and the Norwegian Petroleum Directorate, an oil ministry source tells us. Our DGH was once modelled on the Norwegian petroleum directorate but things have gone haywire since then.

We are told that this visit also served as a precursor to oil minister Mani Shankar Aiyars planned visit to Norway in August. Also discussed was research and development cooperation in the upstream sector.
