Indias upstream regulator, Directorate General of Hydrocarbon (DGH), is strengthening its technical manpower, ahead of bid deadlines for NELP, now expected in August.

On 22 April 1999 an advertisement appeared in the Times Of India newspaper calling for applications from qualified personnel for "petroleum reservoir engineering, petroleum geology, financial analysts, legal advisors, contract experts and safety engineers". Bids under NELP will be sent first to the DGH for technical evaluation before being passed to the oil ministry.

The DGH traditionally employs ONGC and Oil India personnel on secondment.
