Five shortlisted to organise NELP-III roadshow

Now for an update on the selection of a marketing consultant to replace IHS Energy for NELP-III.

On 14th September oil ministry officials decided to exclude IHS from a shortlist of consultants from whom offers will be invited. So on 17th and 18th October, officials heard presentations by five shortlisted companies.

While Gaffney, Cline and Associates and CWC Associates (both from Britain) made presentations on 17th October, Foresight Oil, Robertson Research Institute (both UK companies) and Indigopool (a Schlumberger company) were slotted for the next day. These five were culled from a list of 11 to whom the DGH sent letters on 28th September.

Only seven replied. "Selection of consultant should be over by 31st October," we learn.

What went wrong between IHS and the ministry It seems oil minister Ram Naik was furious at the "cavalier attitude" of IHS during the NELP-II roadshows. "Except for London and Tokyo, no one from IHS besides Mr Bart was available." Then there was the fiasco at Singapore and Houston.

The Singapore roadshow was to coincide with the SEAPEX conference, but IHS miscalculated the date and "took no steps to ensure that SEAPEX delegates were aware of our roadshow." Houston clashed with president-elect George Bush's oath-taking ceremony. Even Japan, where roadshows were organised for the first time, did not yield expected results as "proper advice was not tendered to the government."
