Toyo bids lowest for Chhara LNG re-gas

All looks to be moving smoothly with HPCL and Shapoorji Pallonji's proposed LNG project at Chhara on the Gujarat coast.

This month (December) Toyo Engineering is expected to receive a LoA to set up re-gasification facilities at the upcoming 5m t/y terminal after quoting Rs1407.42cr ($218m) when price bids were opened on December 4. Second came CTCI with Cinda quoting Rs1539.47cr ($238m) and third came Sener with AFCONS quoting Rs2254cr ($349m).

HPCL and Shapoorji want a shell and tube vapouriser re-gas facility set up within 34 months of the LoA. Toyo is well-placed to execute the contract having built similar facilities at the Dahej, Hazira and Mundra LNG terminals.

Revised regas price bids were submitted by the extended November 22 deadline. Also in November, HPCL and Shapoorji awarded the Chhara marine facilities construction contract worth Rs1000cr ($155m) to AFCONS.

Still unclear is when price bids will be opened to construct two 200,000 cubic metre capacity onshore LNG tanks. Revised price bids were submitted July 12 by IHI with AFCONS and POSCO with Daewoo and Vijay Tanks & vessels after incorporating GST.
