Eight likely to bid for HMEL petchem project

Hindustan Petroleum and partner Mittal Energy are evaluating the response from eight companies to set up two petrochemicals facilities at their 9m t/y refinery complex at Bhatinda in Punjab.

Pre-qualification documents were submitted on September 25 by CTCI with Cinda, Hyundai Industries, Samsung Industries, Tecnimont, Larsen & Toubro and Tata Projects. But joint venture HMEL and project consultant Engineers India modified the qualification criteria after requests from other likely bidders and extended the bid deadline to October 3.

Notably bidders can now cite experience of setting up polypropylene and high density polyethylene facilities from the past 15 years instead of 10. By the extended deadline, documents also came in from Technip and ThyssenKrupp Industrial Solutions.

"HMEL and EIL are confident they can issue tenders by April (2018)," we hear. HMEL wants to set up a polypropylene unit and a high density polyethylene unit each of 500,000 t/y capacity as part of a $3bn plan to strengthen its presence in the petrochemicals market.
