Huge interest in Cluster 1 work for ONGC

ONGC's search for a single consultant to oversee its Cluster 1 field development at eastern offshore deepwater block KG-DWN-98/2 is eliciting a better response than expected.

Earlier six companies were expected to apply for the estimated $100m job but 10 attended a pre-tender meeting on June 19 at Mumbai and are likely to send in pre-qualification documents by July 3: Technip FMC, Petrofac, Askara Oilfield Services, Kavin Engineering, KBR formerly known as Kellog Brown and Root, io oil & gas consulting (a JV between GE Oil and Gas and McDermott International), INTECSEA, UniversalPegasus International, Aker Solutions and Wood Group. "ONGC teams detailed the scope of work," says a participant.

"The qualification criteria are stringent." ONGC's presentation specified the Cluster 1 development will cost $1bn with "at least nine subsea components." ONGC wants a single consultant to manage two roles: Owner's Engineering Consultant who prepares the FEED, FDP, bid package and evaluates EPC bids; and Project Management Consultant, who ensures work is done on time.
