ONGC switches attention to Cluster 1 at 98/2

Vol 20, PW 19 (15 Jun 17) News in Brief

At least six companies are believed to be interested in ONGC's forthcoming tender for a 'concept to commissioning' consultant at the Cluster-1 fields at eastern offshore block KG-DWN-98/2.

Until now, ONGC has focused all its energy on developing Cluster 2, not Cluster 1. INTECSEA, Pegasus International, Kellogg Brown Root, Bechtel, Wood Group, and D'Appolonia are among those likely to send pre-qualification documents by July 3, predict ONGC sources.

ONGC wants a single company to manage two roles: that of the Owner's Engineering Consultant who prepares the FEED, FDP, bid package and evaluates EPC bids; and that of a Project Management Consultant (PMC) who ensures work is done on time. A pre-tender meeting is scheduled for June 19, most likely in Mumbai.

Cluster-1 includes the DKT1, E1 and F1 fields in water depths of 600 metres for which the DGH approved a Declaration of Commerciality in December 2016 as well as six discovery wells at the adjacent GS-29 block in water depths of 90 to 300 metres. Cluster 1 is at the centre of an ONGC-Reliance gas dispute.
