Technip bids lowest for Haldia upgrade

Technip KTI looks set to win IndianOil’s EPCC-1 package to upgrade and revamp its 7.5m t/y Haldia refinery in West Bengal.

When price bids were opened on February 9, IOC discovered Technip was lowest bidder quoting Rs2200cr ($353m) followed by L&T with Rs2260cr ($363m) and Punj Lloyd with Rs2800cr ($450m). IndianOil has yet to properly compare the Technip and L&T bids given the small difference between them.

“Eventually, the difference could be even narrower,” says an industry source. Bids were submitted on December 8, after IOC refused to extend the deadline despite several bidder requests.

Technip will get 28 months from the date of the LoA to set up a 1.7m t/y Delayed Coker Unit from Foster Wheeler; a 1.4m t/y Coker Gas Oil Treater Unit from Axens; a 70,000 t/y Coker LPG Treater from UOP; a Coke Dispatch Facility, a 132-KV switchyard, a unit sub-station and a control room. IOC issued the tender on October 16, 2014, to pre-qualified companies.
