Boats: More PSVs, OSVs, AHTS wanted by ONGC

Offshore vessel providers can't believe their luck.

ONGC is back in the market for more boats, barely a month after issuing LoAs for nine platform supply vessels (PSVs) for three years each. In adverts released on February 10, ONGC says it wants more PSVs, Anchor Handling Tug-cum-Supply (AHTS) vessels, and Offshore Supply Vessels (OSVs).

No clue is given to how many more vessels it needs, except that they'll be hired on five-year contracts. Uploaded tender documents will be available from February 12 until 4pm on March 3, which is also the bid submission deadline.

Well-placed sources tell us ONGC will ask for at least six OSVs, four AHTS, and two PSVs. In its previous tender which closed on October 30 with price bids opened on December 30, ONGC asked for six OSVs and nine PSVs.

Soon after ONGC inexplicably scrapped the OSV requirement after negotiating with lowest bidder Raj Shipping which had offered one OSV at Rs551,340/day ($9189/day). “ONGC dropped the (OSV) tender and said it wanted to review its requirement,” says a source.

OSV day rates in the new tender are likely to be in line with that quoted by Raj in the previous tender. PSV rates in the new tender could also be in line with the $13,140/day plus 12.36% service tax rate quoted by bidders in the last tender.
