Another vessel tender expected soon from ONGC

ONGC is expected to invite offers for another eight vessels on five-year contracts once it concludes a separate six vessel tender to replace those hired from blacklisted TAG Offshore.

"We're expecting it (the tender) this month (November)," speculates an industry source. "As soon as the tender for six vessels is finalised ONGC will issue this (new) one."

In the eight-vessel tender ONGC wants two anchor handling tug supply vessels (AHTS) of 120-tonne bollard pull each, one AHTS of 80-tonne bollard pull, two platform supply vessels (PSVs) and three 1500-deadweight tonne offshore supply vessels (OSVs). Our source adds ONGC is expected to finalise the six-vessel tender this week after Greatship bid lowest on September 25 with its offer of PSVs Greatship Dhriti and Greatship Dhwani.

Still unclear is whether Greatship will be awarded the contract as ONGC is unhappy with the $7650/day plus 5% GST rate Greatship offered for each vessel - ONGC wants to negotiate it down to $6747/day. "That's unacceptable to Greatship," says a source, adding Greatship was prepared to offer only a $150/day discount on its $7650/day rate after the first round of negotiations on October 3.

"Now the the EPC (Executive Purchase Committee) at ONGC will decide," we hear. "Either it (EPC) awards the contract," we hear, "or cancels the (six-vessel) tender and includes it with the new (eight-vessel) tender making it a 14-vessel tender."
