Holiday season prompts DSF deadline extension

Some might be a little too quick to see the DGH's decision to postpone the bid submission deadline in the Discovered Small Fields (DSF) round as a sign that it has failed to attract the necessary interest from foreign bidders.

A DGH source gives a far more mundane reason for extending the deadline from October 31 to November 21: October is full of holidays and with the Hindu festival of Diwali falling near the original deadline, no company employee would have wanted to spend the time scrambling to put together a rushed bid. It was Gandhi Jayanti on October 2; then the Hindu Navratri festival from October 1 to 10; Hindu festival Dussehra fell on October 11; Islamic New Year Muharram on October 12; and now there will again be a one week holiday for Diwali from October 29.

"It was not logical to have the submission deadline on October 31," says our DGH source. A likely bidder adds that a degree of procrastination is to be expected in any licensing round.

And anybody who still thinks the round is attracting little interest need only examine a list of over 100 road-show participants which the DGH has published on the DSF website, with names including BP, Houston-based Carrizo, DeGolyer and MacNaughton, Oklahoma-based Eagle Energy, GE, Halliburton, Houston-based Hart Energy, Colorado-based Magna Energy and Reliance.
