Question mark over Adani Energy NOC for Noida

Adani Energy’s troubles with its city gas distribution business seem to be never ending.

PETROWATCH learns the latest blow to Adani’s plans to set up CNG and piped gas infrastructure gas in the Delhi suburb of Noida came on May 31. “Noida authorities called a meeting to review the progress of Adani’s work,â€‌ says an industry source.

“And they found that Adani has not fulfilled the conditions of its NOC (No Objection Certificate) and told them to stop work by June 10.â€‌ This latest development is a blow to Adani Energy, which managed to secure a fresh NOC from the state government of Uttar Pradesh on February 22 to â€کresume’ its gas retail activity in Noida.

“That NOC was for four months only,â€‌ reveals an industry source. “It ends on June 22.

After that, Adani Energy will have to pack its bags and leave Noida.â€‌ Contacted by this report, Adani Energy confirms the development.

“We have been asked to stop work in Noida because of the onset of the monsoon,â€‌ says a company source. “This is common practice.

Even Indraprastha Gas (IGL) has been asked to stop work by June 5.â€‌ IGL, however, denies that it has been asked to stop work by Noida authorities.

“Why should anyone ask me to stop my work if I am fulfilling all the conditions in the NOCâ€‌ Adani confidently adds that its NOC will be extended after June 22. “The NOC will be extended indefinitely,â€‌ we hear, “or at the very least for one year.

â€‌ Adani was originally issued a NOC for Noida by the earlier Mulayam Singh Yadav government in November 2005. That NOC was suspended by the present government of Mayawati in July last year following a review meeting by UP authorities called a month earlier (in June) during which it emerged that Adani has been unable to secure a gas source for its CNG and piped gas network in Noida.

A closer look at the infrastructure page of the Noida website (www.noidaauthorityonline.com/infrastructure.html) reveals that Adani Energy should have commissioned its CGD network in Noida by the second half of 2006!
