Doubts over jack-up Samed Shikhar delivery for ONGC

Doubts are emerging over the delivery schedule of â€کnew build’ jack-up rig Samed Shikhar, under construction at the Bharati Shipyard in Maharashtra for drilling contractor Great Offshore – owners of the Kedarnath and Badrinath barge rigs.

In June this year, Great Offshore won a LoI from ONGC to hire Samed Shikhar for five years at an Operating Day Rate of $149,919. According to the contract, Great Offshore must mobilise the rig at location on or before May 2009, but it now seems the rig won’t be ready until end-2009 at the earliest, or even 2010.

Contacted by PETROWATCH, Great Offshore disagrees. “We expect to take delivery by the end of 2008,â€‌ we hear.

“The rig should be delivered by December 2008.â€‌ Bharati Shipyard is building Samed Shikhar at the Tapoli yard, some 150-km from Ratnagiri in Maharashtra.

Contacted by this report, a yard source confirms work has begun. “We have started building the hull of the rig,â€‌ he tells us.

“Each leg of the rig will be 477-feet. We are working on all three legs.

â€‌ Pressed further, he admits: “We have a very tight schedule to meet and not much time. All the other equipment and machinery needed for the rig is lined up.

â€‌ Rig inspection experts doubt that Great Offshore can deliver Samed Shikhar on time to ONGC, arguing it can take up to 40 months to construct a rig, “right from the detailed design review stage to final delivery of the rig.â€‌ Argues a source, timely delivery is contingent on several factors: workload at the yard, available manpower, and punctual delivery of critical equipment needed for the rig.

Once physical construction is completed, the â€کcommissioning period’ can take up to six months. Sea trials are the most important element of any commissioning period and it is impossible to predict their exact duration.

“All depends on the problems during such trials,â€‌ adds our source, “I would say two or two and a half years is a more realistic time for construction of a jack-up.â€‌
