Figures obtained from ONGC indicate that as of 16 February 1999, a total of 2,151 employees of a total work force of 42,158 applied for premature retirement under ONGCs Voluntary Retirement Scheme (VRS).

Of this, the vast majority (1,094) are with ONGCs Western Regional Business Centre (WRBC) at Baroda, currently in the throes McKinsey-inspired restructuring. ONGCs Executive Directors and Heads of research institutes have been empowered to accept or reject VRS applications for all officers below the rank of General manager (E7).

Only ONGCs board has the power to accept or reject VRS applications from General Managers and above. Compensation for VRS applicants is the equivalent of two years salary.
