There's hope yet for Indian Oil's proposed 7.5m tonnes a year refinery at Paradip in Orissa.

As Petrowatch goes to press, Indian Prime Minister Atal Behari Vajpayee is scheduled to lay the foundation stone of the refinery, which has been plagued by reports that it will not materialise. The ceremony, which will be widely covered by the Indian press, takes place on 24th May.

In March, IOC said it intends to proceed alone with construction of the refinery, following a decision by Kuwait Petroleum Corporation to withdraw. When complete, Indian oil officials say the refinery will be India's "most modern" with "zero residue and zero emissions".
