Six ONGC offshore EPC projects available

Diwali is still two months away.

But EPC contractors are hoping for celebrations before that thanks to a series of ONGC offshore construction and installation tenders now in the market. At least six western offshore projects requiring the construction and installation of wellhead platforms, pipelines and other facilities are available, all with overlapping completion schedules.

On August 25 (2023), ONGC invited offers for the MHN TCPP platform project, which involves installing one new process gas compressor (PGC) and one booster gas compressor on the MNP platform in Mumbai High. In addition, modifications are needed to the fire water system and other facilities at the MNW and MNP platforms.

Also needed is the installation of one PGC at the TCPP platform, the addition of a low-pressure stage at two PGCs, and the modification of PGCs to suit a low-pressure profile. Other modifications and new equipment are needed at the MNW and TCPP platforms.

ONGC has scheduled a pre-bid on September 12 (2023) and wants bids by October 25 (2023). Expect it to award the LoA on December 29 (2023) to allow contractors time to complete this estimated $250m project by April 30 (2026).

For the Pipeline Replacement Project-8 (PRP-8), ONGC added 35 new pipeline segments early last month (August 2023) to the project, which involves replacing more than 230-km of old subsea pipelines. ONGC initially wanted bids on August 19 (2023) but postponed this to September 21 (2023).

ONGC aims to award the LoA on November 25 (2023), and wants work completed by May 15 (2026). Because of the additional work, PRP-8 is now estimated to be worth $350m.

Another project in the market is Cluster 9, where ONGC wants to install three unmanned wellhead platforms and lay 116-km of pipeline, estimated to cost about $200m. ONGC wants bids by October 5 (2023), likely to be extended; it aims to award the LoA by December 26 (2023), and wants the project completed by April 30 (2025).

For the retendered Daman Upside Development Project, estimated to be worth $400m, ONGC held a pre-bid on August 29 (2023). L&T, Afcons and Westfield Energy Resources attended, while PetroVietnam Technical Services participated online.

ONGC wants bids by October 11 (2023); it aims to award the LoA by January 30 (2024); and wants the project completed by May 15 (2025). A source believes this is an impossible schedule because four wellhead platforms and 140-km of pipeline are needed, plus topside modifications to some Daman platforms.
