VP Joy wins all-round praise as new DGH chief

After Atanu Chakraborty, VP Joy has appeared like a breath of fresh air at the DGH.

Joy, who took over as DGH boss on July 4, is winning praise from operators and colleagues alike for his "excellent" interpersonal skills. "He's a clean man," says a DGH source, "and clear about what he wants." Most noteworthy so far has been Joy's July 26 decision to approve the Declaration of Commerciality (DoC) for UD-1 - an ultra deepwater discovery at ONGC's KG-DWN-98/2 block, pending for nearly two years.

"I've noticed changes at the DGH," says a private explorer. "Last week we attended a MC meeting at the DGH and decisions were taken on the spot." Joy's subordinates at the DGH are also happy.

"He has told officers there should be no more arbitration cases filed by operators," we hear. "He wants officers to learn from past mistakes to avoid disputes or disagreements with operators." Another DGH source adds Joy wants quick resolution of disputes relating to block extension requests, the cost of unfinished work programmes and approval of DoCs and Field Development Plans.

Joy is spending time learning and understanding the DGH's operations. "It takes time to settle down," we are told.

"But he's a fast learner." On August 9, Joy is expected to make a presentation on the DSF-II licensing round at an event organised to mark the launch of the round.
