ONGC extends three 98/2 bid deadlines

Vol 20, PW 23 (10 Aug 17) News in Brief

It's becoming harder for ONGC to meet its June 2019 deadline to produce token gas from the $5.067bn Cluster 2 development at KG-DWN-98/2.

ONGC has further extended deadlines: qualification documents for the FPSO, earlier due July 21, then July 31, must now be in by August 21. Subsea Production, Umbilicals, Risers and Flowlines (SPURF) system bids were due July 17, then August 7 and now September 7.

ONGC has yet to share its new methodology to produce token gas and must also hold a pre-bid. For the offshore control and process platform, living quarters and onshore receiving terminal the new deadline is September 4, extended from August 4.

Some say these delays are because ONGC has yet to work out how to implement the oil ministry's local content rules and handle GST from July 1. Seven companies meanwhile sent in qualification documents by July 10 in ONGC's hunt for a Cluster 1 fields development consultant: WorleyParsons subsidiary INTECSEA, Pegasus International, Petrofac, Wood Group, Lloyds Register, KBR and io oil & gas.
