HPCL site visit for $231m upgrade

Hindustan Petroleum and its project consultant Engineers India have organised a site visit on April 12 for bidders interested in EPC tenders for its Vizag refinery expansion from 8.33m t/y to 15m t/y.

Under the EPCC-1 package Mumbai-based HPCL wants to set up a Crude Distillation/Vacuum Distillation Unit which is one of the core units of any refinery as well as a Hot Well Off Gas unit to remove sulphur from gases released from the Vacuum distillation unit unit and a Straight Run-LPG facility. Tender documents are on sale from March 27 to May 22, which has also been set as the bid deadline.

Technical bids will be opened on May 23. A pre-bid is scheduled on April 18 at the EIL office in Gurgaon outside Delhi.

Whoever wins will be asked to set up the units based on basic engineering designs provided by EIL. HPCL wants the three units completed within 30 months of the LoA plus two months for commissioning.

Toyo Engineering, Technip, CTCI with Cinda, L&T and Punj Lloyd are among those likely to bid for the estimated Rs1500cr ($231m) project.
