Aban and Jagson bid lowest in ONGC rig tender

Aban Offshore and Jagson Drilling are lowest bidders in ONGC’s tender to hire 12 jack-ups for three years.

ONGC opened price bids for 10 rigs against its 12-rig requirement on September 19. In Category-I, where ONGC wants eight rigs of Marathon Le Tourneau, Baker Marine Class or Levingston design, it opened bids for six confirmed rigs.

Here, Aban bid lowest offering Aban-III and Aban-IV, each at an Operating Day Rate (ODR) of $94,400 including 12.36% service tax. Next was Deepwater Drilling offering Noble Ed Holt and Noble Charlie Yester on behalf of Noble Drilling spin-off Paragon Offshore and Valiant Driller, each at an ODR of $103,900 including service tax.

Finally, Hallworthy offered Foresight Driller IX at an ODR of $111,800 including service tax. In Category-II, where ONGC wants three rigs of Friede & Goldman design, price bids were opened for four rigs.

Jagson Drilling bid lowest offering Deepsea Fossil and Deepsea Fortune at an ODR of $81,900 with service tax. Next was Deepwater Drilling offering Noble Kenneth Delaney from Paragon Offshore at an ODR of $81,430 with service tax.

If mobilisation charges are included, Deepwater Drilling’s rig is costlier than Jagson’s by around $550/day, which is why it is in second place even though, at first glance, it seems to be cheaper than Jagson. Aban came last offering Aban-V at an ODR of $94,400 including ST.
