Foster Wheeler wins FEED contract from Swan

Swan Energy selected Foster Wheeler last month (December) to carry out a FEED for its proposed 10m t/y FSRU off Pipavav.

Foster has until end-June to submit its design for the planned Rs4149cr ($671m) facility. Only two others bid: Italy's Rina and Tractebel, which did the FEED for GSPC and Adani's proposed 5m t/y Mundra LNG terminal.

“Foster Wheeler’s rates were the most competitive,” says a source. Swan was also impressed by Foster's FEED contract with IndianOil for the 5m t/y proposed Ennore LNG terminal, won in October 2011, quoting a low Rs5.3cr ($857,000).

NASDAQ-listed Foster Wheeler will study two FSRU configurations. One will see a 173,000-cubic metre capacity FSRU 'double banked' or parked on the other side of a jetty from a 138,000-cubic metre Floating Storage Unit (FSU); the other is for a FSRU with a larger initial capacity of 305,000-cubic metres.

“Both options cater to a throughput of up to 7m t/y of LNG,” we hear. But Gujarat State Petronet's pipeline network at Jafrabad near Pipavav can handle only 5m t/y so the FSRU will initially operate at 5m t/y capacity and ramp up when pipeline capacity expands to 10m t/y.

Last November the Gujarat Maritime Board (GMB) issued Swan a LoI allowing the project to move ahead.
