Leighton Contractors is widely tipped to emerge lowest bidder for the Mumbai High Pipeline Replacement Project-3 (PRP-3), quoting just $400m.

ONGC has yet to open price bids, informally scheduled for April 26, but Leighton is short-listing vendors as if it has already won. Other bidders are Swiber Offshore; Essar partnering PT Timas Suplindo; Great Offshore with Hyundai; Valentine Maritime; Larsen & Toubro with TL Offshore; and Punj Lloyd with PT Sempec Indonesia.

ONGC wants 54 wellhead platforms modified and 160.66-km of pipeline replaced at the offshore Mumbai High, Neelam and Heera fields. More, 400 Mumbai High valves and 61 at Neelam must be replaced, and the project must be completed by May 15, 2014.

ONGC received bids from nine consortia on February 7 but disqualified two: AFCONS partnering EMAS Global Offshore Marine Construction Contractor and Real Offshore Installation Company; and MARG with Nauvata Engineering and Momentum Engineering.
