Mumbai-based Swan Energy is one crucial step closer towards setting up India’s first Floating Storage and Regasification Unit (FSRU) off Pipavav in Gujarat.

On April 18, Swan held the mandatory public hearing for the project, expected to be ready by the third quarter of 2014. Gujarat’s Amreli district collector (a local official) presided over the meeting at the site of the under-construction GSPC-promoted 2100-MW gas-fired Pipavav power station, where Swan recently offloaded its own 49% stake.

Next, Swan will apply for Coastal Regulation Zone, Gujarat Pollution Control Board and union environment ministry clearances by early June. Simultaneously, it will issue tenders to construct a 1.5-km jetty and a 1-km ‘breakwater.

’ Swan hopes to finalise the FSRU capacity by September: a 3m t/y FSRU will cost $525m but by investing an additional $50m the capacity can be increased to 4.5m t/y. Swan signed R-LNG marketing MoUs last year with state-owned IndianOil, HPCL, BPCL and GSPC.
