Another row is brewing between oil minister Ram Naik and state authorities in Gujarat.

On 18th September, Naik wrote to (now replaced) Gujarat chief minister Keshubhai Patel, turning down his demand for a special allocation of kerosene to power fishing boats. Patel was told to juggle within the kerosene already given to Gujarat, as is common practice with other states.

"I am sure you will appreciate that it would not be desirable to make a departure in the case of Gujarat alone," writes Naik. On the same day, Naik wrote to Gujarat MP Mansingh Patel, rejecting his demand for a pilot ethanol project.

Naik said three pilot projects in other states are nearing completion.
