BPCL wants Coke Drum System for Bina

Bharat Petroleum is expected to issue a tender in the next two months to set up a Coke Drum System and associated facilities at its Bina Refinery in Madhya Pradesh under a programme to expand capacity from 6m t/y to 7.8m t/y.

BPCL project management consultant Engineers India held a pre-tender meeting on May 10 at its Gurgaon office for selected companies, among them Essar Projects, Punj Lloyd and Larsen & Toubro. Sources estimate this project is worth around Rs250cr ($37m).

BPCL wants the Delayed Coker Unit revamped by adding a new coke drum, bought directly by EIL and given to the contractor for installation. Also to be installed are a hydraulic decoking system, coke drum centre feed nozzle, switch valve, coke pit, freight elevator for new coke drum structure, and coke discharge chutes.

Likely bidders are unhappy that EIL is buying the Coke Drum itself. "EIL is splitting up these (refinery revamp) packages to keep its staff busy," says one bidder.

Another bidder worries EIL will mess up the project schedule and leave contractors hanging.
