Vessel bidders wait for ONGC queries

Twenty-one bidders who responded to ONGC's tender to hire 18 offshore vessels for five years are fervently hoping it opens price bids this month (February).

ONGC received responses to its first round of queries on February 15 in this tender where it received 89 vessel offers by the extended January 6 deadline. But bidders expect ONGC to issue a second round of queries soon in which case the price bid opening could be delayed until sometime in March.

"Queries (from ONGC) are inevitable given such a massive response," says a bidder. "A second round of clarifications was sought in last year's (vessels) tender so it might happen this time too.

" ONGC wants 11 Anchor Handling Tugs (AHTs), each of 80-tonne bollard pull capacity, and seven Platform Supply Vessels (PSVs), each of 3000 deadweight tonnes. Vessels should be mobilised within 45 days of the LoA.

Bidders believe prices quoted are likely to be lower than in a similar tender last year, given the depressed market.
