A high-powered team of bureaucrats known as the Empowered Committee of Secretaries (ECS) has cleared the award of 28 of 33 oil and gas blocks which received bids in NELP-IX.

PETROWATCH learns the ECS met for two hours on September 2 from 11am at the oil ministry in Delhi to discuss the NELP-IX awards. “Five blocks are yet to be cleared,” says a DGH source.

“We must re-check these bids.” Ministry officials, he adds, will soon prepare a ‘note’ asking the cabinet to endorse the 28 awards cleared so far.

DGH officials will submit their recommendations on the remaining five blocks to the ministry within a month, so they can be considered again by the ECS. “Expect the cabinet to take a month to approve ECS recommendations,” we learn.

“PSCs are likely to be signed by November.” At the ECS meeting were oil secretary Girish Chaturvedi, DGH boss SK Srivastava, legal affairs department secretary DR Meena, revenue department secretary RS Gujral and oil ministry special secretary PK Sinha.
